Ms Anita Fam Siu Ping |
Ms Anita Fam, a former lawyer, is a full-time volunteer who has been involved in the social service sector for more than 20 years, both at charity and national level, in the areas of disability, palliative care, healthcare and mental health. Anita currently serves as President of the National Council of Social Service, Chairman of the Inmates’ Family Support Fund and Vice Chairman of the Board of Visiting Justices & Board of Inspection. She sits on various boards and committees including the Institute of Mental Health, Lien Foundation, SG Cares Steering Committee, Catholic Health Care Asia and the Public Service Commission’s Disciplinary Panel of Persons. Her past appointments include being the Chairman of Assisi Hospice (2016 – 2022), Chairman of the Enabling Masterplan 3 Steering Committee, Vice President of AWWA (2007 – 2013), Co-Chairman of the Community Silver Trust Evaluation Panel (2012 – 2016), Chairperson of Marriage Central Advisory Board (2008 – 2013), board member of the National Healthcare Group Board (2009 – 2018), Singapore Hospice Council (2007 – 2011) and Singapore Totalisator Board (2016 – 2020), management committee member of Sembawang Family Service Centre (2014 – 2018) and St Andrew’s Autism Centre (2008 – 2018), Governor of the Singapore International Foundation (2010 – 2016) and member of the TRUST (Trusted Research/Real world-data Utilisation and Sharing Tech) Data Access Committee (April 2022 - April 2024). She has supported many of these causes both in terms of time as well as with personal donations. Also a Justice of the Peace, Anita was conferred the Public Service Star (BBM) (Covid-19) in 2021, the Public Service Star (BBM) in 2014 and the Public Service Medal (PBM) in 2008 for her work in the community. |

Mr Eugene Seow |
Mr Eugene Seow has served on the NCSS Board since 2016. In his many years of service, he has contributed to various Board committees and special taskforces which included 4ST Strategic Review Panel, Sector Capability and Transformation Committee, Beyond-COVID Taskforce and the 4ST 2022-2026 Steering Committee. He has also been instrumental in helping shape the NCSS 40-under-40 initiative that brings together next-gen young leaders to share their voice and heart for the Sector. Eugene is currently the Founding Lead of E3TWENTY, an Organisational Leadership Coaching Collaborative. He was a practicing architect for ten years, before heeding his life’s call to be an “architect of lives”. In 1992 he helped set up TOUCH Community Services and served as its first Executive Director from 1992 – 2016. Following which he was appointed CEO TOUCH International from 2016-2020. He also contributes his time and experiences to a wide range of Non-Profit Boards including The National Volunteer and Philanthropy Centre, The Majurity Trust, HealthServe Ltd and TOUCH Community Services Ltd. In recognition of his service in the community, he was conferred the Public Service Medal (PBM) National Day Awards 2005 and the Public Service Star (BBM) National Day Awards 2020. |

Clinical Associate Professor Kevin Lim |
Clinical Associate Professor Kevin Lim is an orthopaedic surgeon with a subspecialty interest in paediatric orthopaedics and scoliosis. He currently serves as Chairman of the Division of Surgery in KK Women’s and Children’s Hospital, overseeing the surgical departments and operating theatres. As an academic clinician, Kevin trains medical students and orthopaedic residents. He is active in clinical research and has presented and published his research widely. He also serves as reviewer and editorial board member for serval medical journals. During his decade-long Chairmanship at Cerebral Palsy Alliance Singapore (CPAS), he played a pivotal role in setting up the national registry for cerebral palsy. He continues to serve on the CPAS board as Emeritus Chairman and Advisor and currently chairs the Services Committee at NCSS. Kevin has won several awards for both service and teaching excellence; they include the Singapore Health Quality Service Award (Superstar), PS21 Star Service Award, Healthcare Humanity Award, NUS Dean’s Award for Teaching Excellence, and the SingHealth Outstanding Clinician Award. For his dedicated service to the social services and public healthcare, Kevin was awarded the Public Service Medal (PBM), the Public Service Star (BBM) and the Long Service Medal (PBS). |
CHAIRMAN, COMMUNITY CHEST |
Mr Chew Sutat |
Mr Chew Sutat was appointed as Community Chest Chairman in 2022. He joined Community Chest as Vice Chairman in 2020. He has served on NCSS Services Committee from 2020-2022, and Community Chest Committee since 2019. He is also the former Chairman and current Patron for Kaki Bukit CCC. Sutat retired after 25 years in the financial services industry and continues to contribute as a volunteer in the social service sector and grassroots. He has leveraged his extensive network in the financial industry as former Executive Vice President and Senior Managing Director (Head of Global Sales and Origination) of Singapore Exchange (SGX) and Chairman of SGX Bull Charge to mobilise resources for the social service sector. Between 2016 and 2021, Sutat led SGX Bull Charge to fundraise a total of $15.8 million for Community Chest. Sutat has also been instrumental in connecting listed companies and ultra-high net worth individuals to Community Chest. As Chairman of Caregiver Alliance Limited (CAL), a position he held from 2015 to 2022, he has strengthened community awareness and its services in support of caregivers of people with mental health conditions. CAL was also awarded the Charity Governance Award 2019 by the Charity Council in 2019 in recognition of good governance practices; and the President’s Volunteerism & Philanthropy Awards 2021: Organisation of Good (Non-Profit Organisation). Sutat was awarded the Public Service Medal (PBM) in 2023 for his work in the community. |

Mr Gregory Vijayendran |
Mr Gregory Vijayendran is a partner in Rajah & Tann Singapore LLP. He presently serves as Immediate Past President, Law Society of Singapore and Chairman, Pro Bono SG – the corporatised access to justice arm of the Law Society and charity cum IPC. Gregory was the inaugural Pro Bono Ambassador of the Law Society in 2010. Over the years, he has actively served in community-based legal clinics and represented indigent clients. He also specialises in contentious and non-contentious charities’ governance. Gregory has a longstanding involvement in community service. He served as Vice President of the Children’s Cancer Foundation from 1992 – 1995, chaired Camp Rainbow from 1994 -1995 and was President of Club Rainbow (Singapore) from 1996-2015. He served on the Board of Agency for Integrated Care Ltd and was a founding Director of the Singapore Cord Blood Bank. He presently chairs Rainbow Across Borders (catalysing awareness of chronic and life-threatening illnesses in Asia), is a Trustee of the National Youth Fund and the Rare Disease Fund and serves as President of the Tribunal of Maintenance of Parents. Gregrory was awarded the Public Service Medal (PBM) in 2022 for his work in the community. |

Ms Theresa Sim |
Theresa Sim is a Partner in the Assurance practice and a member of the Leadership Team of PwC Singapore. She is also PwC's Chief Operations Leader and Finance Partner. She has more than 28 years of professional experience in providing audit services. During her career, she has gained extensive experience in multi-location audits of listed and multinational companies cutting across key industries. She currently serves as NCSS Board of Council, Audit Committee Chairman and Executive Committee, Board Member of Singapore Centre for Social Enterprise Ltd, Executive Committee Member of the Singapore Children's Society, Member of Board of Governors for Republic Polytechnic and Board of Directors for KidSTART Singapore Ltd. |

Ms Cho Pei Lin |
Ms Cho Pei Lin is a pioneer in introducing litigation PR to Singapore and her forte includes providing strategic communications consultancy in public affairs and public education campaign communications, corporate, litigation, crisis communications and government relations. Pei Lin has an Honours Bachelor of Law Degree from the National University of Singapore. She volunteers with various community and non-profit organizations. She serves on the Board of NVPC since 2018 and is also currently on the Board of Management of the Fairfield Methodist Schools. She is also a District Councillor with the Southwest CDC since 2017. Pei Lin has also been active in volunteering with both the Boys' Brigade and the Girl's Brigade. |

Ms Chung Wei Han |
Ms Chung Wei Han started her legal career in the corporate finance department of Khattar, Wong & Partners, Singapore. She subsequently moved to Hong Kong and worked in the finance practice of Baker & Mckenzie, Hong Kong. In 1995, Wei Han joined the China corporate practice of Clifford Chance, Shanghai. She then moved on to join B & Q, a retailer in the United Kingdom, as head of their property company in China and head of the legal department. Wei Han returned to Singapore in 2009 and worked part-time as in-house counsel for Weatherford, before retiring from legal practice in 2011. Wei Han joined AWWA in 2011 as the Honorary Secretary of the Board. Over the decade, she had held the positions of head of the Programs and Services committee, Medifund Committee and Deputy Chairman. She is currently the Chairman of AWWA Ltd. |

Associate Professor Cuthbert Teo |
Associate Professor Cuthbert Teo is a Senior Consultant Pathologist and Gazetted Forensic Pathologist at the Forensic Medicine Division, Health Sciences Authority. He received the Public Administration Medal (Bronze) in 2015 and the Public Service Medal (PBM) in 2023. His teaching appointments include Adjunct Associate Professor (Forensic Science) (Faculty of Science, NUS); Senior Lecturer (Forensic Medicine) (Yong Yoo Lin School of Medicine, National University of Singapore); Consultant and Trainer (Home Team Academy, Ministry of Home Affairs); Trainer (School of Criminal Investigation, Criminal Investigation Department) and Lecturer and Founding Faculty (SMA course on Medical Ethics, Professionalism and Health Law). He is a Visiting Consultant at Changi General Hospital (Department of Laboratory Medicine) and KK Women's and Children's (Department of Obstetrics and Gynaecology). Cuthbert has been volunteering with Singapore Children’s Society for more than two decades. He has been the Honorary Secretary since 2015. During the Covid-19 pandemic, he contributed to implementing COVID-related policies to ensure continued service and safety of staff and beneficiaries, including volunteers in the Appropriate Adult Scheme for Young Suspects. Cuthbert received the Ruth Wong Award, the Society’s highest award for individual volunteers, in 2011. |

Mr Eric Tseng |
Mr Eric Tseng is the President of the Singapore Association for the Deaf and previously served as a board member at the Singapore Disability Sports Council and Children’s Charity Association. He was appointed by MSF to serve on the Enabling Masterplan (EMP) 3, EMP3’s Taskforce for Preparing Persons with Disabilities (PwD) for the Future Economy and EMP2030. Eric was also appointed as the Chef-de-Mission for Team Singapore at the 2020 ASEAN Para-Games and was part of the 2019 Purple Parade working committee. Eric is also currently part of the school management committee for Mountbatten Vocational School. Eric has over 16 years in the digital health, technology and consulting sector. He holds a Bachelor of Commerce from Queen's University in Canada and is a Masters of Public Health candidate from Johns Hopkins University. |

Ms Janet Young |
Ms Janet Young is a member of the senior leadership team under UOB Group CEO, leading delivery channels, digitalisation initiatives, customer experience & advocacy, strategic communications and brand to achieve UOB Group’s vision of a premier regional bank in Asia Pacific. Working with Business, Technology partners and Country teams in UOB, FinTech, ecosystem players externally, she champions collaborative business models, omni-channel strategy to drive better customer experience and outcomes for the bank and its customers in the digital age. She leads her team on brand building initiatives, amplifying UOB’s share of voice and championing CSR initiatives. Janet has more than 25 years of banking and treasury experience with Bank of America, HSBC, Philips Electronic and UOB. She serves as a board member of InnoVen, Accuron Technologies, NEA and on the Advisory Board of Nanyang Business School. |

Professor Kenneth Poon |
Professor Kenneth Poon is the Associate Dean (Education Research), as well as Co-Director of the Centre for Research in Children Development at the National Institute of Education, Nanyang Technological University. Trained as a clinical psychologist and an early interventionist, he has over 20 years of experience working with persons with neurodevelopmental disabilities. Kenneth serves as the Singapore Government Representative for children’s rights on the ASEAN Commission on the Promotion and Protection of the Rights of Women and Children. He also contributes to the community serving as the President of Rainbow Centre, Singapore, as a Board member of Catholic Family Life, and on several Advisory Panels to the government. In additional, he is Treasurer of the International Association for the Scientific Study of Intellectual Disabilities (IASSID). |

Dr Lee Kwok Cheong |
Dr Lee Kwok Cheong serves on the Board of the TENG Company since Mar 2017 and chairs its Audit Committee. He also serves on the Board of Singapore Association for Mental Health and Singapore Pools (Private) Limited since Jul 2019 and of 3 private companies. Kwok Cheong had a 41-year career in IT and education, of which 23 years in CEO role before he retired in 2019. He has been active in shaping Singapore's IT, education and talents landscape. He brings with him decades of experience in technology, digital transformation, strategy management and board governance. He was adjunct faculty at NTU and SUSS for many years. For his public services, Kwok Cheong was conferred two National Day Medals, the Public Service Medal in 2010 and the Public Service Star in 2016, by the President of the Republic of Singapore. He was also conferred Honorary Doctorate Degrees by RMIT University, University of London and University of Stirling. |

Mr Martin Tan |
Mr Martin Tan is the CEO of The Majurity Trust, a philanthropic organisation that works with donors and charities to build a thriving and sustainable community for all in Singapore. He was formerly Executive Director of Institute for Societal Leadership at Singapore Management University and Halogen Foundation Singapore, a charity which he co-founded in 2003. He served as the Honorary Secretary of the National Family Council, Deputy Chairperson for Marriage Central and Council Member of the 11th and 12th National Youth Council Singapore. He also served as a Board Member of the National Library Board, Chairman of the Public Library Advisory Committee and Trustee of the Library Fund. Martin was awarded The Outstanding Young Person Award in 2008; inducted as Asia 21 Fellow in 2011; conferred the Singapore Youth Award in 2013; and appointed Global Council Member of Asia Society in 2019. |

Mr Muhammad Azri Bin Azman |
Mr Muhammad Azri Bin Azman is the Chairman of Muhammadiyah Welfare Home (MWH), a position he held since 2019. He is also the current President of Muhammadiyah Association, MWH’s parent body. As President, Ustaz Azri chairs Muhammadiyah Health & Day Care Centre for Elderly and serves as a member of Mendaki’s Board of Directors. Since taking over the helm of leadership in MWH, Ustaz Azri has contributed significantly in guiding the management to uplift service quality and achieving strategic goals for the Home. Beyond MWH, Ustaz Azri is passionate about community building and continually seeks to empower people with disadvantages and vulnerable individuals to enact change in their lives. He is an active advocate for youth volunteerism, having been a part of the Malay Youth Literary Association (4PM) family since his teenage years. Two decades on, his hands-on experience, as well as sound understanding, of the community’s needs, have allowed him to develop and navigate solutions in the social service sector. |

Ms Ooi Chee Kar |
Ms Ooi Chee Kar is a Member of the Board of Tokio Marine Life Insurance Singapore Ltd. She currently also sits on the boards of other organisations which include AusGroup Limited and Tokio Marine Insurance Singapore Ltd. She was an Audit Partner at PricewaterhouseCoopers (Singapore) until the end of 2012. Chee Kar possesses more than thirty years of professional experience in the areas of audit, IPO related work, accounting advisory, regulatory compliance, internal control reviews and due diligence work. |

Mr Puvan Ariaratnam |
Mr Puvan Ariaratnam has served in the Education sector in various capacities as a Teacher, Principal, Cluster Superintendent as well as Director overseeing Character and Citizenship Education in schools. He is presently the Director overseeing Education and Career Guidance in schools. As a member of the NCSS Board and the Community Chest over the past four years, he has engaged in getting youth involved in community service as well as worked on volunteer management. He believes that we can do more to encourage youth in playing their part in serving the community. |

Dr Teo-Koh Sock Miang |
Dr Teo-Koh Sock Miang has been active in the disability sports community for decades. She is currently the President for Singapore National Paralympic Council, Singapore Disability Sports Council and Special Olympics Singapore. Previously, she served as Vice-Dean of the School of Physical Education (PE), Associate Dean for PE Programs and Head of the PE & Sports Science Department at the National Institute of Education (NIE). She was a Visiting Fellow at the College of PE, Recreation and Health, Indiana University - Bloomington, USA, (Aug 2004 to May 2005). Sock Miang is a specialist in disability sports and a movement consultant for movement programs for preschool and lower primary children, including adapted physical education programs for individuals with disabilities. She is the author of “FUN Start, MOVE Smart!: FUNdamental MOVEment Skills for growing Active Learners”. She has been engaged by the Ministry of Education, Singapore, to provide professional development courses in fundamental movement programs to early childhood educators and special education educators. As Principal of the Singapore Olympic Academy and a mentor for the “Games for Life” program, she also believes in teaching values through sport and physical activities. |

Ms Theresa Goh |
Ms Theresa Goh is the Managing Founder of 360 Dynamics. She is a strategic associate with the Centre for Creative Leadership and Global Coach Group. Theresa serves as a board member of the Agency for Integrated Care (Ministry of Health), Chairperson of the MCCY Charity Council, and was the immediate past Chairperson of SATA CommHealth and the Centre for Non-Profit Leadership. She also serves as a Fellow and Senior Accredited Director of the Singapore Institute of Directors. She authored a 2021 book Leading for Good where she guides leaders of public, private, and non-profit organizations to collaborate through defining a collective purpose. |

Mr Vincent Lim |
Over the past 30 years, Mr Vincent Lim has worked in general management and sales positions in the IT industry working for MNCs including IBM, Oracle, Microsoft, Cisco Systems and Hewlett Packard. He founded a dot com company in the early 2000s. On the CSR front, in 2008, Vincent played a leading role for his then employer, Cisco Systems, in the first weeks of the Sichuan post-earthquake recovery. He was later part of the team that secured the company’s hither then largest CSR program (“Connecting Sichuan”) worth US$45M. He subsequently led the company’s Smart & Connected Community strategic collaboration with the Chengdu government; from 2009 to 2012, his team developed & implemented a number of social services, healthcare & education digital initiatives. Vincent is currently a Senior VP in Siemens, heading its Asia Pacific Cloud applications development platform division. |

Mr William Toh |
Mr William Toh is a Director of New Harbour Capital Partners and Advisor, IPP Financial Services Holdings. He is an independent Director of Mapletree Industrial Trust Management Ltd and a member of the Audit and Risk Committee. William is also an independent investment committee member of several Mapletree property funds. William chairs the Financial Investment Panel of the Methodist Church in Singapore (since 2013) and is also a member of the investment committee of Singapore Bible College (since 2008). William has more than thirty years of investment experience and was the Chief Investment Officer at Asia Life (2001-2006) and New Harbour Capital Partners (2007-2018). He also served on the boards of Asia Life (M) Berhad, ST Asset Management and Moris Rasik Foundation (incorporated in Timor Leste). |

Mr Esa Masood |
Mr Esa Masood is currently Second Deputy Secretary of the Ministry of Social and Family Development. Prior to this, he was the Chief Executive of Singapore Islamic Religious Council or MUIS. Esa has served in various government agencies including the Early Childhood Development Agency, Ministry of Education and the Ministry of Trade and Industry. Esa serves on the Boards of the ISEAS - Yusof Ishak Institute, Ngee Ann Polytechnic, Casino Regulatory Authority, Council on Board Diversity and is a member of the National Wages Council. |

Mr Noel Cheah |
Mr Noel Cheah is currently the Deputy Chief Executive Officer at Agency for Integrated Care (AIC), where he lead social-health integration efforts in addressing needs of seniors in the community. Prior to joining AIC, he was the Chief Operation Office of National University Hospital where he oversaw operations and services; worked in close partnership with the hospital’s Medical Board Chairman to ensure quality service delivery, safe and timely care for patients. Noel started his career with the Singapore Armed Forces (SAF) where he held various senior leadership, staff and diplomatic positions. For his services in the SAF, he was awarded the Public Administration Medal. |
