We know that the challenges facing our society and Singaporeans are becoming more complex and require stronger partnership and collaboration to address them. To tackle these challenges, NCSS is evolving beyond being just a membership body, as a sector developer.
We are promoting partnerships in various ways. The 4ST Partnership Fund, in collaboration with The Majurity Trust, supports programmes that demonstrate collaboration, innovation, and service user empowerment.
At the national level, we are working closely with the Ministry of Social and Family Development to review the masterplan of how key services are funded and delivered. NCSS will bring our knowledge of the wider landscape to the table, and help to coordinate and strengthen service delivery, for greater impact on the wellbeing of service users and their families.
We launched the Transformation Sustainability Scheme to take a more holistic approach to strengthen SSAs’ capability. This is guided by the Organisational Health Framework for Social Service assessment, to diagnose and identify the areas for development that would make biggest impact.
We also developed the Social Services Digitalisation Playbook to provide systematic guidance for SSAs to accelerate their digitalisation based on their individual needs and digital readiness.

We are actively engaging the community to raise awareness of social service needs and to foster volunteerism and philanthropy. The Sustainable Philanthropy Framework will assist corporates to measure and benchmark the "S" in their ESG efforts. The accompanying Playbook will guide corporates to start or deepen their contributions regardless of where they are on their philanthropic journeys.
With these strategic shifts, SSAs can look forward to greater collaboration facilitated by NCSS, a focus on innovation and capacity building, and concerted efforts to secure sustainable funding streams for the sector.
