Overview
The Social Service Sector Strategic Roadmap, previously known as the Social Service Sector Strategic Thrusts (4ST), was launched in its first iteration in 2017 and served as a five-year strategic roadmap for the sector. Since its launch, the sector has journeyed together and shared in the various milestones and achievements as we uplift the sector to become one that ensures every individual is empowered to live with dignity in a caring and inclusive society.
Conceptualising the roadmap for 2022-2026
With a greater focus on the development of planning capabilities to enable the sector to become more future-ready, a new fourth thrust was added to the second iteration of the roadmap, emphasising the need for sector leaders to be forward-looking, drive digitalisation efforts in their organisations and leverage data to plan for the sector’s services and capability requirements.

The first iteration of the roadmap for 2017-2022
The first iteration of our strategic roadmap, launched in 2017, was developed through a collaborative effort involving key stakeholders across the social service sector. It was the first initiative to establish a unified vision and strategic direction for the sector. This collaborative initiative was designed to ensure that our sector remains inclusive, responsive to future challenges and is aligned with the evolving needs of our diverse population.
