Appointment of New Board Members for the National Council of Social Service

SINGAPORE, 29 JULY 2024 – The Ministry of Social and Family Development (MSF) announced key appointment holders to the Board of the National Council of Social Service (NCSS). In addition to the appointments made by the Minister for Social and Family Development, Mr Masagos Zulkifli, other Board members were either elected at the NCSS Annual General Meeting held on 17 July 2024 or appointed by the President of the Board. All will serve a two-year term from 1 August 2024 to 31 July 2026.

Key Appointment Holders for Board Term 2024/2026

  1. Anita Fam has been reappointed to the Board as its President. Ms Theresa Goh and Clinical Associate Prof Kevin Lim have been appointed and elected respectively as the Vice-Presidents to the Board. Mr Chew Sutat has been reappointed as the Chairman of the Community Chest.

  2. Mister Masagos Zulkiflisaid, “I thank Ms Anita Fam, A/P Kevin Lim, and Mr Chew Sutat for their continued dedicated service to the social service sector, and congratulate Ms Theresa Goh for taking up the new appointment on the Board. Their extensive experience in the sector and dedication to serving others place them in good stead to lead NCSS as it takes on the expanded role of being the sector developer for the social service sector.”

  4. Eugene Seow will step down as Vice-President of NCSS. Mr Seow has served 8 years on the Board, including as Vice-President from 2022 to 2024. More details on his contributions can be found in Annex A.

MSF expresses its appreciation to Mr Seow for his longstanding contribution and to all other outgoing Board Members for their unwavering commitment and service to NCSS and the social service sector. Their contributions have been instrumental in uplifting those in need and nurturing lives together.

Annex A - Mr Eugene Seow

Mr Eugene Seow joined the NCSS Board in 2016 and will step down after serving four terms. He has contributed substantially to various Board committees such as the Executive Committee, Volunteer Resource Committee, Social Service Sector Strategic Thrusts (4ST) Strategic Review Panel, Human Capital and Organisation Development Committee, and Sector Capability and Transformation Committee.

Eugene was deeply passionate in building leaders for the sector and has been instrumental in the 40-under-40 initiative to empower and groom the next generation of young leaders. He has over 30 years of experience in the sector, serving on multiple non-profit boards including TOUCH Community Service and The Majurity Trust. He also serves as Board Advisor to the National Volunteer and Philanthropy Centre (NVPC) and Radion International.

Eugene, in his previous capacity as the Executive Director of TOUCH, was conferred the Public Service Medal (PBM) in 2005, in recognition of his role in the Asian tsunami relief efforts. He also received the Friends of MCCY Award in 2018 and the Public Service Star (BBM) Award in 2020 for his contributions as Vice-Chairman of the NVPC Board.
