Overview
Start Digital offers funding for IT solutions including pre-approved off-the-shelf packages (pre-scoped solutions*) or tailored solutions designed for the unique needs of social services (Green Lane Solutions).
*IMDA is currently the government agency that appoints vendors for pre-scoped IT solutions that are applicable to agencies.
Eligibility & criteria
Open to NCSS members and MSF-funded agencies.
Agencies are eligible to apply for the scheme if they have completed Organisational Health Framework for Social Service assessment.
Register your agency's participants for the survey first.
Agency’s participants to complete the OHFSS Assessment.

Grant quantum
Social service agencies can be supported with co-funding at up to 80% for the first year and 50% for the subsequent two years, capped at $150k per agency, with solutions capped at $30,000 or specific Maximum Fundable Amount (MFA) for Green Lane.
Additionally, Professional fees or add-ons for pre-scoped solutions are funded up to 80% (capped at $6,000 per project).
How to apply
Step 1: Prepare documents for submission
Fill in the Tech-and-GO! Application form.
Refer to the "Instructions" tab on how to fill in the form.
Vendor proposal/quotation:
Complete the Vendor-endorsed cost breakdowns.
OHFSS assessment report:
Agencies must submit an assessment report that is within one year of its issuance date.
Step 2: Apply via OurSG Grants (OSG) portal
Submit your application through the OurSG Grants (OSG) portal.The estimated application assessment period is up to 16 weeks. Application period may be extended for complex/incomplete applications.
Funding disbursement
80% upon acceptance of Letter of Acceptance* on OurSG Grants system.
Final 20% upon satisfactory assessment of claim documents within 8 months after project completion.
*Once applicants accept the Letter of Acceptance, submit a new claim via OSG along with the signed vendor agreement to receive the first disbursement.

Green Lane solutions
Explore IT solutions beyond pre-approved vendors. Agencies can select their preferred vendor to best meet their project needs. Only 1 quote required.
Green Lane Solutions have no pre-approved vendors, so your agency is encouraged to shortlist and assess your preferred vendor based on your needs, and in accordance with your internal procurement guidelines. Only 1 Quotation is required for Green Lane Solutions. Please use this Vendor quotation template to get a quote.
Types of Green Lane solutions
Accounting system
Accounting Information System records and processes accounting transactions within functional modules such as accounts payable, accounts receivable, journal, general ledger, payroll, and trial balance.

Booking system
Booking System provides a self-service platform for external stakeholders to book appointments and/or facilities with the SSAs.
Maximum fundable amount per unit: $30,000
Case allocation system
The Case Allocation System supports SSAs in distributing client cases to Case Workers by taking into account the current caseloads, case types and competency levels. It makes a recommendation on the case distribution, which is then validated by the Supervisor. The system provides up-to-date information on SWs based on the SSA's requirement, for example number of cases on hand, experience/training and minimum/maximum case load (to be adjusted based on other commitments such as group work, community outreach or projects).

Case/client management solution
A system to record, monitor and analyse processing of clients’ cases. The system provides a complete view of client cases, ensures effective collaboration and enhances visibility and reporting.

Church management system
Church Management System supports the churches in digital management of their operations and services.

Community map app
The Community Map app uses an interactive map to allow SSAs to navigate, record observations and engagement with clients during outreach, access past recordings on the go and provide collated, comprehensive, and accurate data for planning and evaluation. During outreach and community work, the Case/Community Workers may tap on a certain location within the map and pin short notes (e.g. "vulnerable elderly"), observations, follow-ups needed, stories and resources in the community etc.

Competency management system
Competency Management System integrates leadership, technical, professional and clinical competencies across all HR and operational practices. It is designed to support SSAs on their competency and learning needs.

Data analytics solutions
Software or application that can develop and perform analytical processes such as visualisation
Maximum fundable amount: $6,000
Donor management solutions
A system with a database of donor information, tracks donations, communicates and maximises relationships with donors. The system provides a complete view of donor information, ensure effective collaboration and enhances visibility and reporting.

Event management system
Event Management System supports SSAs to organise events efficiently. Processes are streamlined with the available functions such as automation of pre & post- event emails, live updates of registration numbers, QR code functions for signing up and attendance tracking, survey forms and data reporting.

Human Resource Management System (HRMS)
Human Resources System is a form of Human Capital software that combines a number of systems and processes to ensure the easy management of human resources, business processes and data.
Maximum fundable amount per unit: $20,000
IRAS Donation API Integration Services
Professional services required for SSAs to integrate their Donation Management System (DMS) with IRAS' Donation API service for a convenient and more efficient way of submitting records to IRAS directly through the DMS. IRAS only validates that submissions made through the DMS can be accepted by IRAS. You may either ask your existing DMS vendor or view the list of DMS that supports the Donation API Service. Being in the list of DMS is not an endorsement by IRAS or NCSS. For SSAs which require a new DMS, please apply via Green Lane and request for the Donation API Service to be included as part of the DMS scope.

Learning management solutions
A learning and collaboration platform for delivery of digital content, administering courses, discussions and assessment.
Maximum fundable amount per unit: $17,000
Motorised upper & lower limbs pedal exerciser
The equipment facilitates strength exercises through passive movement of the upper and lower limbs and can assist therapists to objectively measure/monitor progress. Reduce documentation time and improve rehabilitation experience for clients and staff.

Online Board meeting solution
A platform that allows board meetings to be held virtually with the use of virtual meeting software and voting system.

Online survey solutions
A software to create online surveys for data collection, reporting and decision-making.

Portable interactive training device
Use of pressure activated mats to conduct physical and cognitive group social activities to enhance experience, encourage client compliance and motivation. Reduces staff time and effort in motivating clients for rehab.

Telepresence robot
A remote-controlled, wheeled device that has wireless internet connectivity. Provides video and audio capabilities. Commonly used to connect clients with their family and to observe/record classroom sessions remotely.

Volunteer management solutions
A system to store volunteer information, as well as recruit, schedule, manage and communicate with volunteers. The system provides a complete view of volunteer information, ensure effective collaboration and enhances visibility and reporting.
