Tech Subsidy - Social Service Agencies

What is Start Digital?
Start Digital supports funding for IT solutions that are either:

• off-the-shelf packages from pre-approved vendors* (Pre-Scoped Solutions) or
• designed to meet the specific needs of Social Services (Green Lane Solutions).

Funding Support for Start Digital

• 3-year funding (80:50:50) capped at $150,000 per SSA with solutions capped at $30,000 or specific Maximum Fundable Amount (MFA) for Green Lane.
• For Pre-Scoped solutions, Professional fees/Add-ons are also funded up to 80%, capped at $6,000 per project.

Pre-Scoped IT Solutions

• Only 1 quote required.

*IMDA is currently the government agency that appoints vendors for pre-scoped IT solutions that are applicable to agencies.

Green Lane Solutions

• Only 1 quote required.
• IT solutions with no pre-approved vendors**
• Agencies free to choose preferred vendor that fits project requirements.

**NCSS pre-determines supportable scope and maximum fundable amount per solution type.

Two Key Performance Indicators (KPIs) to Achieve:

• A 20% enhancement in manpower productivity.
• A 70% satisfaction rate among staff and clients.

How to Apply for Start Digital
Step 1: Complete the Organisational Health Framework for Social Services (OHFSS) assessment if your agency has not done so.

• Register your agency's participants for the survey.
• Complete the OHFSS Assessment.

Step 2: Prepare Documents for Submission

• Tech-and-GO! Supplementary Forms
  Refer to Instructions tab on how to fill in the form.

• 1 Vendor Proposal/Quotation
  Verify vendors & quotations legitimacy, including track record, services, and financial status.

• 1 Vendor-Endorsed Cost Breakdown using either of the following templates:
  • Pre-Scoped Solutions
  • Green Lane Solutions


• Organisational Health Report (OHR)*

*Agencies are required to submit an OHR that is within one year validity from the date of receiving the report.

Step 3: Apply via OurSG Grants (OSG) Portal

Estimated application assessment period is up to 10 weeks (may extend for complex/incomplete applications).

Start Digital Funding Disbursement

• 80% upon acceptance of Letter of Acceptance (LOA)* on OurSG Grants system.
• Final 20% upon satisfactory assessment of claim documents wthin 8 months after project completion.

*Applicants must submit a new claim via OSG with the signed vendor's agreement after accepting LOA for the 1st disbursement

What is Go Digital?
Go Digital supports SSAs in implementing large-scale/specialised IT solutions for optimal resource utilisation and improved productivity.

How to Apply for Go Digital

Step 1: Complete the Organisational Health Framework for Social Services (OHFSS) assessment if your agency has not done so.

• Complete the OHFSS Assessment.

  • Applications with a total project cost more than $37,500 will require a DSP.
  • A DSP will help provide justification on how digital solutions support your overall organisational goals and strategic outcomes.
    
    
• 3 comparable Vendor Proposals/Quotations
  Verify vendors & quotations legitimacy, including track record, services, and financial status.

• 3 Vendor-Endorsed Cost Breakdowns

• Technology that benefits clients directly, such as rehabilitation equipment, gamification, and chatbots.
• Technology that empowers front-end staff to better serve clients, such as cleaning robots, surveillance solutions, and well-being monitoring systems.

What is CCF-ICT Category A?

CCF-ICT Category A funds basic infrastructure components up to 80% of the supported cost or actual expenditure, whichever is lower.

It is capped at:

• 4 computers (Desktop or Laptop): $1,500 per equipment
• 2 Printers: $300 per equipment
• 1 Broadband Account: $1,700 per account
• Website development costs to facilitate publishing of charity’s information for transparency: $3,000 per agency
• Subscription charges of video and audio-conferencing tools: $250 per agency
• Firewall devices: $3,000 per agency

How to Apply for CCF-ICT Category A

Step 1: Prepare Documents for Submission

• CCF-ICT Category A (Basic Infrastructure Components) Project Proposal

  Verify vendors & quotations legitimacy, including track record, services, and financial status.

*If Project scope for any one solution category is more than $6,000, 3 comparable quotations required for each solution category.

Step 2: Apply via OurSG Grants (OSG) Portal under Charities Capability Fund

Estimated application assessment period is up to 8 weeks (may extend for complex/incomplete applications).

CCF-ICT Category A Funding Disbursement

• 100% reimbursement upon project completion.*
  *Upon satisfactory evaluation of claim documents.
