Transformation Sustainability Scheme

Overview

The Transformation Sustainability Scheme (TSS) provides targeted funding support in key areas of people practice and volunteer management in the following ways:

• People practice: Projects in the areas of compensations and benefits, performance management, and talent attraction and retention.

• Volunteer management: Projects that improve volunteer management practices.

• Project implementation support: To support implementation of interventions that will improve key capability areas, identified through the OHDS.

Eligibility criteria

• Open to NCSS members and MSF-funded agencies.

• Agencies must complete the Organisational Health Framework for Social Service (OHFSS) Assessment.

  • Ensure registered participants complete the OHFSS Assessment.

  • Register your agency's participants for the survey.

  • Find out more about the OHFSS steps assessment process.

• Agencies must undertake the Organisational Health Diagnostic Scheme (OHDS) to qualify for the co-funding support on project implementation cost.

Key Performance Indicators

• People practice: Improvement in staff retention.

• Volunteer management: This may include an increase in total number of volunteers engaged, increase in number of regular volunteers engaged (minimally four times a year), increase in number of volunteer hours contributed.

• Project implementation support: Meet project outcomes that are proposed by the social service agency with inputs from NCSS.

Grant quantum

Agencies can be supported with up to 80% co-funding from NCSS. Funding is capped at $200,000 in total, comprising up to $36,000 for People Practice, $24,000 for Volunteer Management and up to $140,000 for Project Implementation Support.

Agencies may apply for the scheme via the OurSG Grants (OSG) portal.

Upon project approval

• People practice and volunteer management: Project Plan report, signed vendor agreement.

Upon project completion

• People practice: Employee Engagement Survey for Social Services (EESS) report.

• Volunteer management: Volunteer Management Maturity Matix (VMM) report.

• Project implementation support: EESS, VMM, and Digital Acceleration Index (DAI) reports.

• For all: Completion report, OHFSS report (post-implementation), and BoardPulse report
