Overview
The Transformation Sustainability Scheme (TSS) provides funding to social service agencies (SSA) for consultancy projects and project implementation in the following areas:
People practice: Human resource functions like compensation, benefits, performance management, and talent attraction and retention.
Volunteer management: Practices including attraction and retention of volunteers.
Project implementation support: Manpower to implement capability-building projects under the SSA’s 3-year roadmap developed through OHDS.
Eligibility criteria
Open to NCSS members and MSF-funded agencies.
Agencies must complete the Organisational Health Framework for Social Service (OHFSS) Assessment.
Register your agency's participants for the survey.
Ensure registered participants complete the OHFSS Assessment.

Agencies must participate in the Organisational Health Diagnostic Scheme (OHDS) to receive project implementation cost funding.
Key Performance Indicators
People practice: Improvement in staff retention.
Volunteer management: This may include an increase in total number of volunteers engaged, increase in number of regular volunteers engaged (minimally four times a year), increase in number of volunteer hours contributed.
Project implementation support: Meet project outcomes that are proposed by the social service agency with inputs from NCSS.
Grant quantum
Agencies can be supported with up to 80% co-funding from NCSS. Funding is capped at $200,000 in total, comprising up to $36,000 for People Practice, $24,000 for Volunteer Management and up to $140,000 for Project Implementation Support.
How to apply
Agencies may apply for the scheme via the OurSG Grants (OSG) portal.

Upon project approval
People practice and volunteer management: Project Plan report, signed vendor agreement.
Upon project completion
People practice: Employee Engagement Survey for Social Services (EESS) report.
Volunteer management: Volunteer Management Maturity Matix (VMM) report.
Project implementation support: EESS, VMM, and Digital Acceleration Index (DAI) reports.
For all: Completion report, OHFSS report (post-implementation), and BoardPulse report
