Explore how you can drive an impact for the social service sector.
Overview
The Open Grant funds innovative, collaborative projects that build the social service agency’s capabilities and have the potential to scale and effect sector-wide impact. It also supports initiatives to enhance the agency’s productivity and improve service delivery.
Types of projects
We strongly encourage agencies to discuss their proposals with NCSS before applying for the Open Grant. Reach out to sector_capability@ncss.gov.sg.
Funding criteria for respective projects

Collaborations | For joint projects between two or more social service agencies, or a sector-wide initiative led by one social service agency that can be scaled to benefit others (with a detailed plan) | Co-funded up to 80%, capped at $400,000 per application | Open all year |
Capability-building projects | For initiatives not covered by existing Community Capability Trust schemes (e.g., Strategic Reviews of a social service agency’s role in the broader social service landscape). Note: Strategy Development projects focused on organisational health are better supported under the Organisational Health Diagnostic Scheme. | Co-funded up to 80%, capped at $200,000 from FY22 to FY24. |
Key Performance Indicators
Meet project outcomes as proposed by the agency and with inputs from NCSS. Examples of key performance indictors may include:
Increase in the number of service users.
Increase in service user satisfaction.
Increase in service outcomes.
Productivity gain.
How to apply
Apply for the scheme on OurSG Grants (OSG) portal.
Funding disbursement
50% upon acceptance of Letter of Acceptance on OurSG Grants system.
Final 50% upon satisfactory assessment of claim documents within 2 months of project completion.
