Ms Penny Elaine Yapp
Group Director – Services
Ms Penny Elaine Yapp joined NCSS in April 2024 and currently leads the Services Group, which partners social service agencies to uplift the lives of people in the community. Before joining NCSS, Penny led the Institute of Governance and Policy at the Civil Service College, focusing on building the capabilities of public officers, including those involved in designing social policies or holding management positions with oversight of socio-economic portfolios.
Throughout her career at the Ministry of Manpower and the Ministry of Social and Family Development (MSF), Penny has made significant contributions to the sector. Her work has been instrumental in improving the lives of vulnerable groups, including individuals with low wages or work injuries, migrant workers with inadequate housing, single parents, families undergoing divorce, and persons caught in cycles of abuse, neglect, and offending. Notably, she has led teams to review key legislation such as the Children and Young Persons Act, the Vulnerable Adults Act, and the Women’s Charter.
Penny holds a Senior Fellowship in Public Service Programme from the Lee Kuan Yew School of Public Policy and a Master of Business Administration from the University of Cambridge.
