Ms Pearlyn Tseng
Director – Communications
Ms Pearlyn Tseng joined NCSS on 2 February 2015, bringing with her over 25 years of experience in strategic and marketing communications, partnerships, branding, and digital communications across the private, public, and non-profit sectors. In her role at NCSS, Pearlyn has led the strategic direction for public education campaigns aimed at promoting social inclusion for communities in need.
From January 2020 to June 2021, she took on an additional role at the Ministry of Social and Family Development, where she led the Marketing Communications and Engagement teams. During this time, she oversaw publicity efforts for The Courage Fund during the COVID-19 pandemic and led the Celebrating SG Women campaign for the Ministry. Pearlyn has been instrumental in transforming the Communications team to better support NCSS’s role as a sector developer. She also initiated a review of the organisation’s brand strategy and campaign approaches for NCSS, Community Chest, and the Social Service Institute, driving greater effectiveness and efficiency.
Prior to joining NCSS, Pearlyn held key roles at Mediacorp, PSA Corporation and the Health Promotion Board. She holds a Bachelor of Arts from the National University of Singapore and a Master of Mass Communication from the Wee Kim Wee School of Communication and Information (WKWSCI) at Nanyang Technological University (NTU). Her contributions have been recognised with the WKWSCI Impact Award in 2019, the Nanyang Alumni Achievement Award from NTU in 2020, and the COVID-19 Resilience Medal in 2024.
