Ms Elaine Loo
Director – Special Project
Ms Elaine Loo is the Director of Special Project under the Services Group. She leads the Groove initiative, an Integrated Wellness Centre designed to unite various SSAs in a collaborative, user-focused approach to support youth mental health and well-being. She is concurrently Director of Probation and Community Rehabilitation Service, MSF.
Prior to this, Elaine served as the Director of Service Planning. In this role, she leads the development of service delivery strategies aimed at strengthening the capacity and capability of the social service sector to achieve better outcomes for individuals who rely on these services, empowering them to live with dignity.
Her career began in 1994 when she joined the Ministry of Community Development as a Probation Officer. Over the years, she has held various roles in areas such as residential rehabilitation, family and child welfare, policy planning, capability building, and programme development.
Elaine graduated from the National University of Singapore with a Bachelor in Social Sciences (Social Work) degree. She took up further studies in 2014 and graduated with a Masters in Social Work from the George Warren Brown School of Social Work, Washington State, USA.
