Overview
We collaborate with government agencies and statutory boards to develop continuing education and training programmes as well as interagency solutions that address the complex needs of the social service sector. By working together, NCSS and its government partners co-create comprehensive initiatives that enhance the skills and knowledge within the sector.
These partnerships also enable the development of cross-sector solutions that streamline service delivery, improve coordination between agencies, and ultimately provide more effective support to communities in need.
SG Enable
SG Enable’s Capability Development, Employment & Employability Division partners with NCSS to enhance job coaches' skills and support employment for persons with disabilities through a Community of Practice (COP). This partnership also establishes a referral process to connect companies with consultants for inclusive hiring and ensures that policies and practices for persons with disabilities are research-driven to address their needs, fostering a more inclusive Singapore.
Agency for Integrated Care (AIC)
NCSS, AIC and the National Silver Academy partnered to co-develop three e-learning resources on the Geragogy Guidelines – the guidelines provide frameworks and tips to to create engaging and effective learning experiences for senior learners. In doing so, we can enhance the capability of professionals working with older adults through specialised, accessible online learning modules. AIC is also a key partners in promoting the adoption of NCSS’s Organisational Health Framework for Social Service amongst the Community Care sector and related charities. NCSS is also streamlining counselling services in collaboration with AIC and MSF, aligning with the Tiered Care Model to improve accessibility. Together with AIC, we are co-locating youth mental health services like Crest-Y and YIT, enhancing the help-seeking process for youths and caregivers.
SG Cares (Ministry of Culture, Community & Youth)
Singapore Cares (SG Cares), a national movement officially launched in 2017, aims to foster a more caring and inclusive society in Singapore. Championed by the MCCY SG Cares Office and co-led by the National Council of Social Service (NCSS) and National Volunteer & Philanthropy Centre (NVPC), it encourages all residents to engage in active volunteerism, ground-up initiatives, and daily acts of kindness. The movement facilitates collaboration amongst companies, social service agencies, schools, and grassroots groups through its community network, enabling them to make meaningful impact on causes they support. A key component of SG Cares Movement is the establishment of SG Cares Volunteer Centres across Singapore's 24 towns, to connect potential volunteers with community needs within each town. NCSS actively support this movement through sharing of good volunteer management practices, resources and developing the capability of the SG Cares Volunteer Centres towards a stronger ecosystem in building a more compassionate Singapore.
Project V (National Volunteer and Philanthropy Centre)
A pilot initiative launched in 2023 by NCSS, MCCY, and NVPC – Project V focused on building a sustainable model for corporate volunteerism. The pilot saw over 6,100 volunteering hours contributed by nearly 2,000 volunteers across 17 Social Service Agencies and SG Cares Volunteer Centres. Following its success, NCSS and NVPC are co-leading Project V 2024, in alignment with the Sustainable Philanthropy Framework introduced in July 2024. This programme offers a structured approach to help companies develop effective corporate volunteering programmes, ensuring a consistent pipeline of volunteers to support community needs.
