COMPASS fees concession
The Composers and Authors Society of Singapore Ltd (COMPASS) manages the copyright interests of composers, authors, and publishers of musical works and their associated lyrics. As such, music copyright fees apply for using works controlled by COMPASS at any event.
NCSS member agencies can receive a 50% discount on these fees for events they organize.
Starting June 1, 2018, NCSS members should apply for this discount directly through COMPASS. Download the Application Form from the COMPASS website and submit it to licence@compass.org.sg.
Flag Day application
NCSS member organisations that are registered charities can book a date using a booking system before you start to raise funds through island-wide street collections (eg. Flag Days). This requirement only applies to physical Flag Days involving island-wide street collections, and not online Flag Days or fundraising campaigns which can be conducted without securing a date from NCSS.
All Saturdays and Wednesdays during school holidays have been allocated for NCSS members to conduct physical Flag Days. Each organisation is entitled to only one physical Flag Day (Single or Joint) per year, and Joint Flag Days can be held between up to four NCSS members. Organisations are not allowed to withdraw their booking after confirmation by NCSS.
Refer to this BookingSG link to book your Flag Day (log in via Singpass).
For enquiries, please email mccy_charities@mccy.gov.sg.
With effect from 9 Oct 2023, the Public Fund-Raising Disclosure Regime will be implemented. With this change, local registered or exempt charities are to disclose details of their Public Fund-Raising appeals on the Charity Portal at least seven working days before the commencement of the appeal.
NCSS members without charity status may collaborate with either a registered or exempt charity that can make the fundraising declaration on the Charity Portal.

Pro Bono legal services
Community Organisation Clinic provides free basic legal advice and information to community organisations (charities, non-profit organisations or social enterprises). At the clinic, the community organisation will be able to see a lawyer for a 45-minute consultation session. COC can be very useful for community organisations that are seeking legal advice and would like to speak to a lawyer, but do not need anything drafted or legal representation. Registration is required.
Project Law Help (PLH) is a scheme that matches community organisations which qualify for assistance with law firms willing to provide free non-litigation commercial legal services. Examples of such legal services include corporate law, employment law, intellectual property law and other legal matters not involving court litigation advice or representation. Successful applicants will work directly with the law firm assigned. All legal matters of the community organisation are handled in professional confidence by the volunteer law practice.
Family Justice Support Scheme (FJSS) provides referral to 3 panel lawyers at low bono/pro bono, depending on the profile of the client. This scheme covers matrimonial matters (i.e. Divorce and syariah divorce, family violence, maintenance, children-related issues such as custody, care and control, access, relocation).
